City of Newark Installs Victoria Pratt as 11th Judge of Newark Municipal Court By Betsy Kraat

NEWARK--Mayor Cory A. Booker installed Victoria F. Pratt, Esq. as the 11th Judge of the Newark Municipal Court during a ceremony held last week in the Municipal Council Chamber of City Hall.

Michellene Davis, Esq., Chief Policy Counsel for Governor Jon S. Corzine served as the Mistress of Ceremonies of the event.

Victoria F. Pratt, Esq. is one of five female judges sworn in to the Newark Municipal Court and the first person of Dominican descent to be sworn in as a Municipal Court Judge in the history of the City of Newark. Municipal Court judges are responsible for adjudicating cases involving motor vehicle and parking tickets including DWI and other minor criminal-type offenses such as simple assault, bad checks, municipal ordinance offenses such as recycling and other building code violations and other offenses, such as fare evasions.

Prior to this position, Pratt served as Counsel to the Office of the President for the Newark Municipal Council. In that capacity she provided legal advice to the Municipal Council in connection with resolutions, ordinances and the City’s initiatives. She prepared and analyzed legislation and legal opinions, and represented the Council President on the boards of University Science Park, Newark Downtown District, the CEO/President’s Healthcare Work Group and the Newark Symphony Hall.

Pratt received her Bachelor of Arts from Rutgers University in New Brunswick. She earned her Juris Doctor from Rutgers Law School-Newark and is licensed to practice law in both New Jersey and New York. She also performs with the New Jersey Volunteer Lawyers for the Arts Charity Benefit as a dancer in the dance ensemble.

The Newark Municipal Court is the largest such courts in the State of New Jersey, handling more than 500,000 cases each year. It rules on traffic, housing code enforcement, sanitation, quality-of-life, and minor criminal offenses. Under the Booker administration, the Municipal Court has moved to enhance customer service, improve its technology, and create new initiatives like a Community Court to take a holistic approach to addressing causes behind crime in the City of Newark.
